3 Types of Women Declared Ineligible for Benazir Kafalat Program

The Benazir Kafalat Program is a significant initiative aimed at providing quarterly cash assistance to poor and deserving women who are permanent residents of Pakistan. While many women successfully complete their registration and receive benefits, not all are declared eligible by the Benazir Income Support Program (BISP). Below, we outline three main types of women who, despite completing their registration, are declared ineligible for financial assistance under the Kafalat program.

Recent Installments of the Benazir Kafalat Program

The distribution of recent installments under the Kafalat program is ongoing. Payments are currently being made in two phases, with the first phase already underway, benefitting women in 56 districts across the country. Although no official date has been announced for the start of the second phase, it is expected to begin on June 1, enabling more women to access their payments.

1. Women with PMT Scores Above 32

Women whose Poverty Means Test (PMT) score exceeds 32 are declared ineligible for financial support. Even those who have received assistance over the past three years must complete a new survey. If the updated survey shows a PMT score above 32, these women are disqualified from the program.

2. Women Holding Government Jobs

Women employed in any government organization are considered ineligible for the Benazir Kafalat Program. Even those who initially registered when they were not employed by the government but have since secured a government job will also be disqualified from receiving further financial assistance.

3. Women Under Prolonged Scrutiny

Women who have been receiving assistance for the last three years and are now under scrutiny have been instructed to complete a dynamic survey before June 30. Failure to do so will result in disqualification. BISP has clearly stated that any woman who does not complete her survey process by the deadline will be removed from the program.

Can Ineligible Women Appeal BISP’s Decision?

Yes, women who believe they meet all eligibility criteria but are declared ineligible can appeal the decision by visiting their nearest BISP Tehsil Office. However, it should be noted that the chances of having such appeals approved are relatively low.

What Should Women Under Investigation Do?

Women who are under investigation and wish to maintain their eligibility must re-complete their dynamic survey at their local BISP office before June 30. Completing this process on time will ensure that they continue to receive benefits without interruption.
