Project Vision of “Apni Chhat Apna Ghar Scheme”

The Punjab Chief Minister, Maryam Nawaz, has a vision to provide homes to citizens so that they feel safe. Therefore, she introduced an interest-free loan program of 1 lakh homes to deserving citizens of Multan, Faisalabad, Sialkot, Sargodha, and Rawalpindi to build their own beautiful homes.

This scheme is affordable for low-income segments who live in rental homes with 10,000 to 15,000 monthly rent payments. Keeping this in mind, she maintained a 26,000 monthly installment for a loan of 1-5 marla in urban areas and 1-10  marla in rural areas.

Eligibility Criteria for Apni Chhat Apna Ghar Scheme

Objective: To construct 20,000 low-cost houses within privately developed housing schemes, with a mandate to allocate at least 20% of the area for low-income families.

  • The applicant will be the head of a family and approved by NADRA.
  • Must be a resident of Punjab and not a financial defaulter.
  • Own land must be 1-5 marla in an urban area and 1-10 marla in a rural area.
  • The applicant hasn’t committed a crime or has a record in the FIR register.
  • Registered individual of the National Socio-Economic Registry (NSER).
  • A minimum 60% score for the qualification is required.

Execution Models by Apni Chhat Apna Ghar Program

Apni Chhat Apna Ghar scheme 2025 has three execution models;

Execution Model-1 (Tentative 10,000 Housing Units)

This model is determined under PHATA and developers for construction and sharing land purposes. Here are the following conditions and strategies;

  • PHATA will be responsible for the trunk infrastructure.
  • PHATA will maintain all infrastructure and constructions.
  • Developers will follow PHATA’s provided Designs that will not change; if changes are needed, then they need approval.
  • The budget is decided according to high construction matters by PHATA.
  • No subsidy of infrastructure will be maintained by the government for state land.
  • The installment amount can vary according to design and construction expenses.
Execution Model-1

Execution Model-2 (Tentative 20,000 Housing Units)

This execution model is based on the approval from PHATA under the Affordable Private Housing Scheme (APHS) Rules 2020.

  • The objective is to facilitate low-income groups.
  • Approval of developers will be finalized by Private Housing Schemes under APHS Rules, 2020
  • The installment and period will be executed by the agency with an Escrow account.
  • Developers will receive all installation and complete within 5 years, then allot the 5-year allotment.
  • The supervisor of the construction will be PHATA.
  • When the construction is complete, the developers will receive a decided amount via the Escrow account.
Execution Model-2

Execution Model-3 (Tentative 70,000 loan for Housing Units)

This model is associated with citizens to get an interest-free loan with a subsidy from the government.

  • Citizens can apply to ACAG’s official website http://www.acag.punjab.gov.pk/  for 1-5 marla plots in urban areas and 1-10 marla plots in rural areas.
  • The loan tenure is 5 years and can be extended by 5 to 7 years under specific circumstances.

The government will cover all operational costs and taxes under this scheme.

Execution Model-3

Installment Plan of the ACAG Scheme

The scheme provides an opportunity for deserving citizens to pay 40% down payments in the form of installments within 5 years. The designed installment amount and duration are highly affordable for middle-class families. It is easy to pay installments for the rental amount of a house in a rural area.

Moreover, an extension of three months is also provided to maximize the duration for the citizens who are unable to pay yet. In simple words, the Apni Chhat Apna Ghar Scheme Subsidy is based on 40% down payments and 60% covered by the government.
